Although they are only a shadow of their former power, the wizards of Beelzia have returned and rule the kingdom once more. The Churches of Chaos are attended openly and orcs (and worse) number among the troops of the Witchking. Ghola has been reduced to serfdom and the Skorhean seem to have made an unholy pact with the sorcerers.

Life and Society: The people of Beelzia come in three types...
The Lords: These are powerful wizards, high priests of Chaos, wealthy merchants, and so forth. They lead decadant lifestyles, taking pleasure cruelty and participitating in continuous intrigue against one another... assassination is seen as a shrewd debate tactic.
The Poor: The majority of the citizens are poor (and almost a quarter of the population are slaves). They spend their lives in service of the ruthless Lords and know little joy.
The Rogues: These pirates, thieves, and cutthroats thrive in Scarshend. They live above the law, thwarting the authority of the Lords and preying on the unfortunate Poor fortunate enough to have something worth taking. |

Population: 408,000 (75% Human, 15% Gnome, 8% Half-Orc, 2% Other), with about twenty-five percent of which are slaves.
Government: Monarcy. The Kingdom of Beelzia is actually ruled by a council of eight wizards, with the chief among them taking the title of the Witchking.
Religions: The Church of Chaos is worshipped openly in Beelzia.
